Specifically, reinforcing steel (bars, meshes) reinforces the load-bearing structure (frame) of the building and prevents the concrete from breaking or cracking at critical points, such as columns, beams, slabs etc. In the event of seismic activity the steel absorbs seismic energy, preventing damage to the building.
